Don Farrell says trade deal with United Arab Emirates will boost alumina exporters and critical minerals

Western Australia’s alumina exporters have had a bleak 18 months but Trade Minister Don Farrell says a recent deal will boost access to a key Middle Eastern market. Mr Farrell said alumina would be a “really big beneficiary” from a trade agreement locked in by the Federal Government with the United Arab Emirates in September. It comes amid growing pressure about the industry’s environmental impact and The West Australian’s revelation in January that key producer Alcoa would shut its Kwinana refinery. UAE is the second biggest market for WA alumina, buying about $1 billion of the commodity in 2023, State Government data shows. The product is the key ingredient to make aluminium — used in cars, cans and construction. “As a result of the deal coming into force (a) 5 per cent tariff gets removed,” Mr Farrell told The West Australian. “It makes our alumina even more competitive on the international market.” Critical minerals hopefuls would also get a boost through investment links to the UAE’s big pile of sovereign wealth cash, he said. Those minerals include lithium and cobalt and are so-named because of their importance to the green energy transition, defence, and high-tech uses. “Australia is a big country with a small population,” Mr Farrell said. “We don’t have the capital to optimise critical minerals . . . we’ve always relied on overseas capital.” He said work was under way to renew Australia’s trade deal with the Association of Southeast Asian Nations, and there were fresh hopes of an agreement with the European Union. When asked about the popular trend towards protectionism — opposing free trade — Mr Farrell said “I think Australians get why we need free trade”. “This (Federal) Government wants to make sure the benefits flow to everyone,” he said. Mr Farrell was speaking ahead of a tour of construction work at ChemX’s high-purity alumina pilot plant in O’Connor on Saturday. The ASX-listed micro-cap is developing technology to improve purity of the metal for uses in electric vehicles and technology. ChemX hopes the pilot plant will be in production before the end of the year, on a pathway to building a commercial-scale project — with South Korea and Japan on the wish list of potential locations. Chief executive Peter Lee said the technology could readily be deployed in overseas markets because it was not tied to mine feedstock.
